Angry Got a ticket! Laws on Exhaust in Northern VA?

So my boy got pulled over last night, got a $30 fine for having "An aftermarket Exhaust" what is this bullsh!t? The cop was in the median running radar, obviously got bored and decided to pull him over for exhaust....now how he could tell he had aftermarket exhaust as several cars passed doing 65 is beyond me, it was 11pm at night as well. . .

His exhaust is HKS, the car is a Blue 93 Prelude SI with 17" rims, lowered and 50% tint, and although the exhaust is deep, it doesn't drone on the highway unless under throttle and he was just cruising....he said that the cop spent some time looking over his car after pulled over, then asked if he knew why he was pulled, of course he didn't...then the cop gives him the exhaust ticket. I thought there was just a decibel level they have to meet, not that ANY aftermarket(non-OEM spec) exhaust is illegal.

BTW: it was Fairfax County, my Bro's car is registered in Culpeper county.

Any help we can get on this would be nice.

intake is illegal. It change the sound of the car, thus its illegal.

I dunno about ALL bolt ons. I just know anything that alters the sound of the car is illegal.

I was thinking the same thing. It's usually around $100 bucks.

I thought intakes would be ok as long as they had the Carb numbers on them. Ive seen some on some Injen Intakes before so i dont see why it would be illegal. Oh wells i guess cops love to just give tickets when they can.

I once got pulled over on Rolling Road near Saratoga cause there is a cop stop there and the only thing i was asked about was my European Plate. I simply told the cop that i was at a car event the previous weekend so that was the reason i had them. He eventually let me go w/a warning (no ticket woo hoo) But i also have an exhaust and blacked out corners which i was surprised he didnt mention.

I figure as long as your not speeding no cop should technically pull you over, unless he REALLY wants to just rack up a ticket for you on aftermarket parts.
