Emissions as far as I know. Pretty solvable I think hence why some have been imported.

I've heard on other web sites there is a legal downgraded version of a skyline coming to the U.S. in 2007, has ne one heard of this or did someone just make it up.

There are plenty of reasons the R32-R34 Skylines aren't legal as is, but they can be made legal if you throw enough money at them.

The next-generation Skyline will be available in the US but I hadn't heard that it would be downgraded. It should have a 450hp V6 and be based on the current Infiniti G35 Coupe.

I've heard it was mainly emissions, but also some people say, although I'm not sure it's true, that right-side drive is a factor. (?)

Well the Japanese won't be getting the Skylines based off the Skyline you can't get now either except for used models. They are no longer making them.

My guess is that the UNITED STATES Department of Transportation has a hard time testing and inspecting a car that isn't sold in the UNITED STATES.

.. but that's just a hunch.
