That is the REDEVELOPMENT budget, that means rebuilding and making improvements, not supporting people. Whereas the PRHA of 20 million is the total operating budget, including public housing, section 8, redevelopment, etc.
Says you. What makes your dated facts any more relevent then no facts? For all you know the property values could be more in Portsmouth now then Norfolk. My arguement is baised on my opinion and the fact that you cant prove it wrong...which your outdated bullshit breakdown cant. For you to have a leg to stand on all your research would have to be much more current and detailed. You dont know shit about the present stats on either city. I have been speculating from the begining and you have been trying to prove me wrong ever since and you still cant do it. You havent put up one valid peice of info that makes Norfolk exceptionaly better then portsmouth. Im not trying to prove the opposite, only that you cant prove your point.
