You said more projects. well of course a larger city has more. How many do you think a city with a population of 2 million has? The point is you have NO FACTS. Per Capita Portsmouth is in worse shape.

Hell NRHA's REDEVELOPMENT budget is 32,893,327 for 2007 while PRHA's annual budget is only 20,000,000. Which city do you think makes more improvements?


Edit: None of that really has to do with the quality of the city, Norfolk makes more money so it can afford to support more people. Considering these cities are so close geographicaly we can compare the median home cost. Portsmouth cost 84% of what Norfolk does. Home cost are driven by demand. So why do you think people want to pay more to live in Norfolk?

To be honest, I didn't say Portsmouth was a shithole, it has some really nice places to live, however I would not say Norfolk is worse. My point was you have no facts for your argumnet. For someone investing their money in reality, Norfolk is a better option than Portsmouth IMO.

Home cost are relevant in an area as close as this. It isn't like I am comparing NYC to bumfuck Wyoming.

That is the REDEVELOPMENT budget, that means rebuilding and making improvements, not supporting people. Whereas the PRHA of 20 million is the total operating budget, including public housing, section 8, redevelopment, etc.

Regardless, do you think that population, square miles and housing value are all the variables in this equation? Your trying to be so statistical...do you think that crime rate, unemployment, school systems and such would have no bearing on this?
