Break it down anyway you want. I said I thought there were more projects in Norfolk. You said that wasnt true. I was correct. Even going by your own facts it makes the two cities pretty close in figures (neither of us now the exact figures on projects). That means one really is not much better then the other. Hell NRHA's REDEVELOPMENT budget is 32,893,327 for 2007 while PRHA's annual budget is only 20,000,000. Which city do you think makes more improvements?

To be honest, I didn't say Portsmouth was a shithole, it has some really nice places to live, however I would not say Norfolk is worse. My point was you have no facts for your argumnet. For someone investing their money in reality, Norfolk is a better option than Portsmouth IMO.
