Exactly. I know I saw a mod/admin complain about having to setup a new forum. Its really not that hard of a job, but I hope they were just griping instead of trying to make a point.

I think the only thing concerning the mods/admins about adding this subforum would be moderation. I just don't see the problem with giving a couple existing moderators the additional duty over that forum, and/or possibly adding a couple new moderators. Even a couple of existing mods spoke up in this thread offering their assistance.
