If you're getting a cat efficiency CEL, you've either got a cat problem or one of the O2 sensors is going bad. The cat efficiency is determined by comparing the O2 sensors that are on either side of the cat. That's actually the only reason why there are two cats on OBD2 vehicles, and the reason that one O2 sensor is a wideband and the other is often a narrowband. The narrowband O2 is only used to determine cat efficiency so it doesn't have to be a wideband because it isn't used to run the engine.
