Default V8 Law

A co worker of mine told me that you have to be 21 to purchase or drive any V8 car now? when did this go into effect?......me personaly i cant stand it, yes i know it keeps ignorant young drivers from wrecking a nice car and all but damn what about us responsible ones......what other auto laws are out now?
