(just a theory) my cb7 does this
when you start your car it will idle high (1.5-2.0 rpms) to warm it up somewhat faster... some cars do that atleast...usually when the engine is warm enough then the idle will settle (.5-.8 rpms)

Yes, your car should idle higher while warming up, with is what the FITV controls. However a common problem on older hondas, is a really high idle during warm-up (like 3k) and once warmed up will drop between 1.5-2k.

its either a problem with the iac motor or throttle position or cam or crank sensor.figure out what pins the sensors r on the pcm. check the wire on the pcm pins to the sensors to make sure its not a wiring problem and check ohm readings on the sensors to make sure they r not bad. find somebody for where to find information on pin position and the read sensor values. im a gm tech thats as far as i can can go.
