Default OBD2 tuning?

what can i use to tune with obd2. all i ever see is everyone doing a obd2 to obd1 conversion. but i also saw that it won't pass some sort of test? does
VA have emissions test?

for an 01integra gsR about to be turbo'd

OBD2 Honda ECUs can't be chipped, which is why OBD2-OBD1 conversions are just about the only way to go.. The emissions thing is area dependant, if you live somewhere that hooks up to the OBD2 port and looks for stored codes, etc., you'll fail. If they just check emissions with a sniffer, you can do fine if you're tuned properly. If you have a turbo setup, use the OBD2 ECU for emissions and stay off boost until you get your turbo-tuned ECU back in.
