In South Carolina I can drive around open downpipe in a residential area whenever I wanted to. No exhaust laws in SC.

aftermarket exhausts are where the excessive or unusual noise component comes into play, that way it is still up to the discretion of the officer...

Common Wealth means a lot more than you think. Many states follow us...maybe even try to be like us. But none of them can toss tickets at you like Nova can. Va is 1 of the highest % of chance to get a ticket by just simply passing through state there is.
One of the polls taken when they did sensus was.... we almost charge more out of states drivers than instate tickets a few years ago.
Test for you...
Drive exactly 30 days in Fairfax and count the tickets.
Then come to PWC and repeat the process.
My personal expirence is now after being out of FF the number of issued tickets has dropped in half. Matter of fact I've not had a ticket in 2 years now. I have a 3" custom built exhaust and I love to back fire when I shift (runnin a tad bite rich) and I've never been pulled over in PWC for exhaust.
Result may varie depending on person. But the facts speak for themselves. FF loves tickets. More than tickets they love to crack down on Modded cars.

I've gotten out of this ticket once by stating I had dot paper proving my exhaust was street legal and the cop dropped the ticket on the spot. I'm not sure if she was a noob or what but I got lucky. However, I did have the greddy paper work with it's DOT number.
