I know fines suck but I would have just paid the $100 and been done with it. A gauge doesn't mean shit to a judge. There's a big difference between 69 mph and 45.

Call a lawyer. Many give free consultation about stuff like this. But I am pretty sure you are only allowed one appeal. Seems like you were given a very light punishment at first and thought you could get away with less. For future reference, always get a lawyer.
