well my guess is they arent enforced anymore due to the law making them illegal as stated above...they send the letter to the address or records that are listed on the license plate captured by the camera i think,

haha i saw that too. the toll was like $1 and the guy put two "50 cent" (the rapper) sticker on the booth and ran LOL
