"and persons operating motor vehicles with a license issued by a jurisdiction outside Virginia." everyone gets in on the revenue aquisition actions. If no one gets an infraction, what would the state do except create more offenses, lower the speed limit, etc.

F. In addition to any fees set forth in subsection C, any person whose driver's record with the Department shows a balance of eight or more driver demerit points on July 15 shall be assessed a fee of $100 plus $75 for each demerit point in excess of eight, but not greater than $700.

B. The civil remedial fees established by this section shall be assessed on any resident of Virginia operating a motor vehicle on the highways of Virginia, including persons to whom Virginia driver's licenses, commercial driver's licenses, or learner's permits have been issued pursuant to this title; and persons operating motor vehicles without licenses or whose license has been revoked or suspended.

And I always use my signal when I can see another vehicle on the road. Now if it is 3am and I am on the interstate, and there is no one in sight in front or behind me, I might not use my signal.

I just hope I never get a reckless driving ticket.

I am willing to bet enough rich yuppies will get hit with these penalties and this crap will get over turned in a year.

Figuring minor traffic infractions will now cost you thousands of dollars. Why not pay the first series of fines, lawyer up and sue the state.

I was told inspectors can't cover your exhaust to check for leaks anymore by a state police officer. Apparently someone sued claiming it damaged their exhaust system resulting in extra costs and hardships.

04/11/07 Governor: Acts of Assembly Chapter text (CHAP0896)
search for "46.2-206.1. Imposition of certain additional fees on certain drivers." and you'll find it as an amendment to the bill

The problem is this.... Good people and good drvers make mistakes. I completely agree with stiff penalties for reckless drving and DUI. However, I think that these penalties are extreme for some of the "crimes." The old woman in the Towncar will not get a 1000 dollar fine for not signaling, but the 17 year old kid in the Honda will. No i don't drive a Honda, but I think taht these new fines will really become an issue when you factor in profiling by those sworn to serve and protect.
