This has been discussed already in another post, #91. Article 1, section 9 of the Virginia Constitution has a prohibition against excessive fines. However, as another member pointed out, these are not considered fines. According to him they are "Administrative Assessments". That is apparently how they can get away with it. According to him these "assessments" are administered by the DMV and not by the judicial system. Therefore, the fine you pay to the clerk of courts after conviction is the basic fine for the infraction. The extra is imposed by the DMV, although the first installment may be paid to the clerk of courts. Does that sound right IMSHAKN?

However, regardless of what you call it, it is more money out of your pocket for an offense. Which may not technically be called a fine, it in effect has the same result as a fine. If it smells like shit, it normally is.

Again, to me the issue is not the fact these "assessments" are going to be put into place. The issue is they how got it through without so much as a peep from anyone until it was signed sealed and delivered to us, the constituants. I fully intend to find out which of my representatives voted for this bill. I will vote against each of them in the next election. Especially if I see they have voted for the HR Transit Authority.

I read the local paper on Monday here in Winchester the damn politician that came-up with the whole idea of this legislation, Delegate David Albo R-Fairfax was on record as saying and I quote "Hey roads cost money and there's no road fairy" so yeah, keep thinking it's only the dipshits that are gonna get stopped and charged, and judges are just going to throw these charges out because they won't think it's right. Especially people with high-end cars, and modded out imports, they definitely gonna stick it to you.

Sorry I must have missed this campaign slogan on the general assemblymans websites, or posters. Maybe you can find it for me. Maybe you can find me one single general assembly member that runs that says they won't raise taxes or pass an inordinate amount of legislation every session. Maybe the governor? Don't find these types of ideas or issues coming to the foreground when they're running for office generally. Guess you mean Miss Cleo needs to come on TV and the newspapers and tell us what each candidate will do in their subsequent terms in office before we go to vote. Your arguement fails

Shit I may make weekly runs down to VA just to drive around and break small traffic infractions just to prove the point they will not even bother because of my out of state tags. While they line you guys up like the sheeple you are.
