You're supposed to push the gas pedal to WOT when cranking the car as well. Thats another reason for pulling the ECU or injector fuse, to keep the injectors from spraying fuel when you're pressing the gas during cranking. Try it again with WOT and you're readings should be higher.

doh.. I didn't even touch the gas while cranking, didn't think that would make a difference

I was only looking a for a difference between the chambers...
