I've got Infinity Kappa Perfect components right now and they sound amazing but they're pretty goddamn expensive. Eclipse actually makes some pretty good speakers, I had a pair of 5-1/4"s that sounded pretty great, decent price too (think they were under $100 or just a little over). MB Quarts are pretty good too. Subs JL's all the way, can't go wrong. I might be fucking up your budget though.
For subs I would suggest looking at the Pioneer Premier line. Ive got 2 Pioneer Premier 10" woofers in box i made for my bass amp and they sound superb.

first off you dont want to get components without a amp, they starve for power and will sound like shit. If you just want one amp for your subs, Then get regular speakers. I like the alpine type-E for a simple sub set up, and the type-S for the inside speakers, if you just wat to go good, but small.
