if your referring to the 3,000 dollar civil penalty, he would most likely not be affected. the law was only for virginia citizens. Now he may be a virginia citizen, but they may not know that or go after him for that because of the fact he has an out of state license. Last time i checked, congress was trying to change the act to include out of staters as well, but hadnt yet and didnt look like it was going to change any time soon.
I meant when his home state's DMV is notified of his reckless driving conviction in VA and they add points to his license. I'm sure this slack-jawed idiot has a few points on there already.

Depening on the OOS license. MN and VA don't have receprocity so none of my tickets have ever shown up on my MN license.
