ok i know d15s are no power houses but my buddy bought a coupe with this motor and it had a blown head gasket. well we put one on and got it running but when you go down the road it has no power. i mean full throttle+first gear =15mph and its start to bogg out.ive checked the timing three times ,changes the plugs and wires, ran a compression test and it still runs the same, like shit what else could it be

I had the same kind of a problem, it turned out to be the distributor was bad, another possibly could be the way it is rotated, but if you checked the timing that should have already been checked, but other then that there are many problems this could be.

disconnect the exhaust at the cat or right before it. the blown head gasket may have dumped a ton of crap into the exhaust clogging up the cat. so disconnect it and try to drive it and see if the power is any better. i have seen this happen more than once.
