what are the car laws on neon on your car cause i need to know are ligths on your tires legal

Illegal 100% in Va. Neon lights want let a vehicle pass st. inspection if they are installed on the vehicle. Even if they no longer work, but still on the car it would not pass inspection. And it's just gives the police a nother reason to pull you over.
