Yeah, I forgot about a press. You can get a 12 ton on the cheap if you're on a tight budget, that will handle most jobs you're going to do in a basic garage.
i wouldnt worry with a lift
i would get a nice compressor (belt driven, nice and quiet), maybe a 20 ton press, shop lights, maybe a new tool chest.
i would still remove the ceiling tiles to give it a bigger feeling.... but i dont think you will get full use of the lift for how low the ceiling is

lights are a must... along with heat. a/c and running water.

a press would be good for pressing bearings onto axles, pressing broken bolts out of shocks...comes in real handy

yeah and honestly i think after you buy material and shit i think you'll realize your budget will be met very quickly. also if you run electricity and water, you have to have a contractor to do that and permits and shit like that....which will hurt the wallet

Why a lift? Chest heights better than knee height when it comes to lifting. You still might be on your back but at least you start to move your arms around. When I do my oil the hardest part of it is getting my arm to a point where I can bend it at a 90 angel.
