like what was said above, autocross is always good. you could also go to http://www.richmonddragway.com/ or http://www.virginiamotorsportspk.com/ and check out the schedules for test & tunes and street nights, thats when a lot of the local guys bring out their street cars for shits and giggles.
Autocross would probably be the best way for him to start. Langley Speedway does do Wacky Wednesdays still but they make you sign a waiver and if he wrecks the car then SOL.
ps: hes driving my old 03 sentra spec v its blue w/ a cf hood, loud straight pipe exhaust and blacked out head/taillamps...if you see him, do not race him, if he tries to race you, tell him to go home.

+2 learning the hard way really sucks but Now my -24 point driving record and not having insurance bc its wayyyyyy to much and the ( I added up In the past 2 years) I spend 9,400 bucks in tickets and that b.s ... I really learned the hard way, and havent got a ticket in almost 6months..
honestly i dont think he is lookin for this kind of anwser...learning the hard way IS a way to teach you BUT there is still the risk of going out and being stupid and geting hurt, hurting someone else or geting killed.
there are quite a few places around here to put it on the track. I go out to pungo and little creek for autocross. IMO autox is one of the best alternatives to street racing and the sort. there is nothing to hit unless you count cones. Not only is it safe, it will also teach kids how to control there car.
entry fees are usually on the cheap side (compared to tickets)
