iron phosphate.

iron oxide + phosphoric acid -> iron phosphate + happiness

Any phoso acid 'rust converter' will save you more money/time than cutting and welding. It is a bandaid but that's the cheapest fix you're going to find and it'll hold up for a little while.
i was talking about cutting and welding. i need the cheapest fix right now anyways haha.

I removed those rubber linings in the rear fender well to prevent rust from happening. I was advised those were the cause of it, as they allow stuff to get stuck in there and expose the metal.

if you can do it yourself, im sure i could talk my brother into letting you use the driveway for a little. but it depends on where you live and what day you want also.

i wouldn't trust myself doing bodywork, but a friend of mine for sure. i'm dont know if we'll get it together but if we do thanks for the offer.
