starter solenoid
If 12v is not getting to the starter solenoid, where could the problem be? The car I am trying to diagnose is getting 7.5v to the starter. Ignition switch?
battery replaced and tested good.

well a VERY common problem is that the thick power cable that connects between the starter and starter switch has become corroded. You can test this by measuring the voltage at each end of the cable.
Try checking your grounds also. Are you trying to measure the 12V on the thick power wire or the small relay wire? And are you measuring it to the chassis ground or the thick ground wire on the starter? Good luck.
im measuring it to the spade connector on the starter and the ground is a chasis ground. then someone turns the key to the start position. is that correct?
i unscrewed and cleaned up my grounds as well.

By "spade connector" I think your talking about the thick power wire, right? If so, and your only getting like 7VDC from there to chasis ground, then do like the second post says and check the other end of the thick power wire. Good luck.
I'm checking the wire that attaches to the starter by a push-on connector... not the one thick wire where you need a ratchet to remove. The thick wire shows 12V.
When your measuring the 7.5VDC on the push-on connector, did you disconnect it from the starter or is it still on the starter? If it's still on the starter, then the solenoid could be loading it down and give you the impression that the full amount of voltage isn't making it there and you'll need to replace your starter. Is it possible to post a picture of your starter and the wires that are connected to it? Thanks and good luck.

omg after all this shit, the problem was the rubber stopper closing the clutch regulator. i was about to give up, and i was putting my dash back together when i noticed bits and peices of blue rubber on the floor; that incidently looked a lot like the rubber peices that broke off my brake light switch a few months ago, that would keep my brake lights on all the time.
a fuckin .25 cent fix.
