trailing arm problem on 2000 civic si
I was going to ask if you got an LCA that you knew was compatible.
I keep thinking there is some length difference between the Civ and Teg LCA or something related. I think I remember something about doing a Teg disc brake swap on a Civic and the Teg trailing arms are a drop in replacement but you must use the Civic LCAs because they are a different length (I think the Teg LCAs are longer?). That would certainly explain the problem you're having though.
Someone will have to verify that, I can't remember. I could be completely wrong about that. It's been known to happen occasionally.

I work at Honda and have done many alignments on civic. I have not seen and Honda or any car for that matter that you could not adjust the toe in the rear. 92 GSRteg is right. You loosen #17 and use a pry bar. If you are trying to adjust your toe in your driveway by eyeball, and not on an alignment machine, you will not even get it close.
If the toe is that bad, I still think you probably have a problem. Usually the stock toe adjustments aren't great enough that you can look at the wheel at the ends of the toe adjustment range and say "holy shit, that's way off"..
