SPOTTED: ricers in central
according to wiki:
The Hatch Act of 1939 is a United States federal law whose main provision is to prohibit federal employees (civil servants) from engaging in partisan political activity. Named after Senator Carl Hatch of New Mexico, the law was officially known as An Act to Prevent Pernicious Political Activities.
I still don't know what the hatch act means and how its related to vehicles being compliant to it.

not trying to sound like a douche bag but some of the ppl probably did what they did to their cars with a sense of humor, i know a couple of guys that did this sorta thing to their cars. but on a side note it seems like most ricers like to abuse Honda civics :P

its because the abuse doesnt hit their wallets as hard as other cars haha
