Sleeved gsr bottom end with ls head???
If i was you and definately set on doing the gsr block with non vtec head, i would search and post on honda-tech.com you probably will get better answers there. Might get lucky and find someone that has done it and what is involved instead of most of us just guessing.

On the intake side of the block, all the way on the passenger side there is a pressurized oil port that supplies the head with oil. If you use an Ls head, you will have to plug that port off otherwise you will have a MASSIVE oil spray all over everything.
Also, the dowel pins on the GSR block are in on the exhaust side in the center. The dowel pins on the LS are on the intake side on the outsides. The block or the head would have to be modified to use dowel pins.
All in all, it is a lot of work and it would be better to use a vtec head. You can just lock the rocker arms if you really don't want vtec...

I have no idea what's involved in doing that block/head combo. I'm still puzzled as to why you'd want to do it though, except for the fact that you already have the head and the block.. 
I will say that you may find that the built LS head isn't far off from a stock or lightly modified VTEC head. LS heads are fairly handicapped when it comes to flow so they need some good mod'ing before they get to the level of a stock VTEC head. Something to think about though.
I guess it really boils down to which you want to use, the block or the head. I'd keep the block. It sounds like the money is already in it, and it should take some good power. You don't even have cams for the LS head, so you really just have a bare-ish LS head that has been modified to some (unknown?) extent. I would get a VTEC head, get some VTEC killer cams (I don't know why you'd want to get rid of VTEC on the street) and call it a day. Maybe do some light flow work on the VTEC head, maybe bigger valves.

I dont want vtec, I have way better luck with non/vtec and boost.
I just need the response of will it work, how much work is needed to get it to work, and will there be any power downfall of using a vtec bottom end instead of a non/vtec one.

-i didn't know that "luck" was the key into motor building and not just doing it right. dont follow all the bs about Ls non vtec is better than this and that when boosted or whatever.
-if no one is doing it/done it, im sure its either not possible or straight retarded to do it. Thats why your here asking if it can be done or not. i've heard of ls/vtec or b20/vtec but not vtec/ls or vtec/b20
-i was giving you constructive advice. Selling this "built ls head" for a stock or mildly built vtec one is a MUCH better solution and less headache. Like Fabrik8 said, your built ls head is no better than a stock/semi built vtec one. go with the said gsr block and find a b16a/b18c head for it.
Just build a b18a/b motor. b16 pistons, crower cams and valvetrain, intake, ITR header, Good IM, exhaust, and keep the GSR tranny. I'm looking to do a similar build when funds permit.
