I won't know if I can make this event until later this week, so can I submit my birth certificate now so I can start the process and then paypal the money when I've cleared my schedule at work? I don't see why thats a problem, but I want someone to know why they are getting info without payment. It's the only way I can do it for now and I'm still looking at a 80% possibility of attending.
