Like he said, they use it to mimic older race cars that would use he tape to keep their headlights from bursting into pieces if they had a little contact or if some gravel was shot at it. The function behind it, isn't to keep it sealed but to keep glass from going everywhere and also to potentially protect the bulb, however unlikely.
