Strictly enforced minimum speed in all the tunnels.

How will it strictly be enforced? I don;t know why people are so scared to drive through tunnels. I went through the midtown at 15 once because of some douche bag. Caused a mile long traffic back up.

I don't see how you could implement a toll w/o creating huge congestion far worse than it is now.

The second Midtown crossing is going to made for the Craney Island terminal that will start being built later this year.
Coming from someone who pays a toll everyday (Coleman Bridge). I am for a toll. But the toll that I am paying better be directly funding the project at hand, not like the Coleman Bridge, where that bridge is paid for, now we (Smart Tag) users are paying for the 2 new bridges in West Point and New Kent counties.
And Im sure they would implement something along the lines of a Smart Tag/EZPass system. But the traffic is going only going to get worse before it gets better.

I'm all for it. Generally when a private company puts a toll on a bridge, they're only allotted a certain time frame. The city eventually takes over and will charge enough for maintenance. Also, the toll would force people to consider public transportation. People in VA are spoiled when it comes to driving their car. Theres too much parking set aside for taking your car into the downtowns. People bitch about the roads/traffic being shitty then want to bitch about having to pay a toll to fix them.
For example, to even get into a far ass away from where you want to be parking garage in Boston, its $20.

Monday-Friday I sit in traffic for about 30-45 minutes, maybe less maybe more.
Fuck that, especially when the state has not taken the initiative to take federal funds to repair anything. Thats what pisses me off the most.
public transportation? sorry bus schedules, fares are not advertised much, actually never seen anything of the sort. Hell Washington state had free public transportation for centeral washington for 10 years first started as a catch to public transportation then just was something that really appealed to the public. but that was a state that used 95% of the transportation funds back to the public.
there is one good thing about this state when it comes to roads.... go to richmond where I have not seen one bad road, or a toll. probably wrong, but that was just where I went.
You want to talk about tolls? go to chicago. fuckkk..... I spent 10 bucks or so in quarters going through on i-90 with a truck and trailer. I ended up just flicking washers.
