You put the center cap on that silver piece in the middle and spin it till it clicks.Thats it letting you know its locked on so it doesn't come off.It doesn't screw on but in the center cap there's a locking mechanism that once spun until it gets tight enough it clicks.Hope that answers your ?.

idk.....mine did and they were real.....so i figured maybe these did the same since they look almost the same as mine in the middle of course mine were gold there instead of silver so idk.....maybe they dont.
