On a sidenote since you seem to be into DSM's pretty heavy...

What are some of the first real good performance mods you can do to a 2008 EVO without going into the engine internally??

My buddy just bought one and really don't know a whole lot but wants to get some added horsepower without doing anything internally or upgrading the turbo just yet..

I'm not familiar with EVO's he says the exhaust is already a 3" so i would think maybe getting rid of the cat with a test pipe and adding a boost controller.. How much can he turn the boost up in stock form without affecting the tune??

Test pipe, intake, intercooler & pipes. Stock turbo is good for 400ish realistically, if you set out with a goal of pushing the hell out of the stock turbo I've seen 450-500 but it takes a lot of tweaking and effort.

Problem with the tune is that the MAF is really finicky so any mods will skew it. Even with exhaust it really probably should be tuned. Good news is all it really needs is a quick reflash, doesn't need to spend all day on the dyno or anything, unless he wants to.

Stock motor seems to reliably hold 600whp once you change head studs, though there are other factors (cylinder pressure is the main thing), rods are the limiting factor, seems around 550ish ft-lbs (38-40 PSI) you're pushing your luck. If you make a lot of power at lower boost it'll hold a little better. Stock head bolts can hold plenty of power, they just can't hold the boost well past 26-27ish. It'll hold just on thin ice as far as detonation goes.

I think if he can get 400 whp he would be doing backflips.. So with a test pipe,intake,new IC and IC pipes.. How many psi would he need to reach 400hp?? And who in this area can do a reflash?

I just wanna send him down the right path all i've ever messed with is mr2's and civics..

I can reflash it, either dialing it in on the street or on a dyno. With a simple setup it shouldn't take too long.

To be honest it's been a while since I had one on the dyno with a stock turbo, since most people don't bother to dyno till they do more upgrades. If you really want to max out the stocker though you'd also want to run some bigger cams than the stock ones. I want to say with the right parts around 25 PSI should get 400 though. At that point I'd recommend bigger injectors too. Nice header might not hurt either. On DSMs the stock 2G exhaust manifold seems to have zero restriction but I have seen some evidence here and there that aftermarket gains slightly over the Evo 8/9 exhaust manifold.
