Dope Status.
You'd have to be LOW though, purpose-built exhaust, and you couldn't fit any aero. The gap would be minimized by the flares, as they effectively lower the fender line.
Yuta's car below (forgive me for posting this AGAIN, but it's for illustrative purposes) is on 15's, and he obviously doesn't have a gap problem. He's also almost sitting on his framerails, which is what you'd have to do. I think it would work for an S13 just about as well as it'd work for an S30.

Unless something on S13's is materially lower than the rails. I don't how low the pan is, etc.
Also, the wider/larger the flares, the lower the fender line hangs, which is how Grachan guys tuck tiny 13's in the rear on GC110's, because their flares are 3 inches wide.

By itself not the most dope thing ever, until you look under the hood. Guy has three Ti's and one day he loaded an LS1 and a 6 speed into the back and just did work. The result is a 357ti (5.7L V8). Wheels are 17x8.5 ET13 one piece BBS RZ 412s with 3 inch lips. (oh, and he got the LS1 for $400
)

Unfortunately this was the best picture i could find of the engine actually in the car. Flame suit on, I dunno you guys might hate this but I think it's pretty much the most dope Ti out there. American power + German chassis and styling =
