They're some kind of cheap wheel. ADR's I believe.

 

They have been doing this for months between the area just after crossing the bridge over the Appomattox river and the Oaklawn Blvd. Hopewell exit. Definitely watch your speed through there, they will get you, especially here lately because the speed limit is reduced to 60 due to road work. They also have a dark metallic grey Charger with black wheels/chrome centercaps.

 

Spotted a nice dark blue 3rd-gen Integra with what looked like some grey Kosei K1's, and what appeared to be a legit white ITR, stock appearance, with gunmetal wheels. Both clean as hell, sitting off Idlewood in RIC

 

That's exactly where I saw them.

Eh, right off Belvidere pretty much. The blue one was sitting right near the little store, the ITR was sitting right on Idlewood and Cherry i think it was
