This is ****** *** of **************. Today I spoke to you about a license plate being displayed on the front of my car. My car was parked in my driveway, not being worked on, and has not been driven for over two weeks. Furthermore, it is only driven about once every two to three months. Everything on my vehicle is up to date. Tags, Inspection, etc... You can understand that I find it disconcerting to find a Roanoke County Planner outside of my home of over nine years taking photographs of my car when both vehicles that my wife and I own are tagged, inspected, and insured. Can I be ticketed for only displaying one plate on my car when it is clearly parked in my driveway and not on a street? I sincerely hope that my car was not being profiled due to the bright color. I am 36 years old with a good driving record. I am a homeowner who takes a lot of pride in being a member of this community and my wife and I regularly contribute to So Salem and are good friends with quite a few Officers on the Salem Police Department. I find this behavior to be overly proactive, invasive, and without reasonable cause. I am from Roanoke/Salem and very proud to be a part of our culture and community. I hope this is not what is becoming of our community.

The action of the Roanoke County Community Development Department in regards to your property was completely legal and the recording of your inoperative motor vehicle through a photographic record is a normal procedure conducted on an on-going basis through out Roanoke County.

Per the Roanoke County Code:
Sec. 12-122. - Definitions.
For the purposes of this article, the following words and phrases shall have the meaning given herein.
Inoperative motor vehicle, trailer, or semitrailer—Any motor vehicle, trailer, or semitrailer which is not in operating condition, or which for a period of sixty (60) days or longer has been partially or totally disassembled by the removal of tires and wheels, the engine or other essential parts required for operation of the vehicle or on which there are displayed neither valid license plates nor a valid inspection decal.

Sec. 12-123. - Keeping inoperative motor vehicles, etc.
It shall be unlawful for any person, firm, or corporation to keep on any property any inoperative motor vehicle, trailer, or semitrailer, unless such vehicle is completely screened or shielded from public view or fully enclosed within a building or structure.

Until you came out to speak with me and until you displayed the license plate on the vehicle (in the dashboard) where it was visible from the adjacent properties and public R-O-W; the vehicle was in violation of the inoperative motor vehicle section of the Roanoke County Code and the property owner, where the vehicle was parked, was subject to a written notice of violation and an order to comply. Our conversation and the subsequent action taken by yourself to "display" a current license plate rendered the matter a resolved violation.

During our conversation, this afternoon, I explained that while I did not have a specific complaint on your blue inoperative sedan, I did have a citizen complaint on another parcel farther up ******** Road. It is Department policy to review areas where there are complaints, in order for the County of Roanoke to be able to enforce their zoning cases and code cases in a fair and equitable manner.

Thank you for your explanation and time. The vehicle is in no way shape or form inoperable. And by your own code: "or on which there are displayed neither valid license plates nor a valid inspection decal," The car did have one displayed on the rear bumber. I suggest you reference webster's dictionary regarding the definition of neither. Kindly back off, or you shall be sick with referencing more definitions. I.E. Profiling, Harassment, TERMINATION.
