Here's something that you may not know. If you are charged and found guilty of Racing, they have the option of siezing your vehicle. Not impounding but taking it forever! It's in the code. They usually don't, but they do have the option of going after it, after you're found guilty.

you can register and title the car in someone elses name, they cannot impound someones elses property.

Siezing=forever
Impounding=hold for some period of time/can be returned.
Depending on the situation, they can impound a vehicle driven by one person but owned by another.
