So what's the difference between a regular shop that can tune Power FC's and a "Power Excel" certified Power FC tuning shop?

Hate to dig up an old post, but you're really best off going to either 1) a real tuning shop (like AR Fabrication as mentioned previously) or 2) a power excel dealer...Which the only one in this area I believe is MA Motorsports up in Baltimore

I wouldn't trust any less of a shop to tune my car to be quite frank, especially not with the PFC since it's not really a popular system to use in the USA.
