I was told I had to have my class M or be within 30 days of it to become insured. To get tags, you must be insured. There are consequences if the DMV finds out.
My squiddley ex-roomie never got his license...he was insured and the dmv never questioned it...I'm absolutely not saying you SHOULD go about it that way. But it's possible to do.
ok so im lookin to start riding...i want to pick up like a 94ish cbr600...I am 17 with no riding experience(except parkin lots and my neighborhood)...i DO have a PERFECT driving record...i do not have a permit yet as i will be gettin one soon...do u think i can even GET insurance...i will prolly go liability only...any suggestions?
I had my EX500 insured before I had a license. I was paying roughly $400 a year with liability only, through progressive. When I added the F4 with liability only, my monthly payments went up $120 a month. This being said, you can get insured, but since you want a 600 your insurance will be higher than if you start on a 500. Good luck with your decision.

It will really redpend on the insurance agency. My state farm agent asks for a copy of your license.

nope....i bought my 05 suzuki m50 with only a L permit....and have had insurance for the last year and 1/2......i've been lazy and still haven't got my liscense yet....
some companies require you to have a license some dont. Best person to call is a insurance agent. Even if you are the same sex and age as someone doesnt mean you will get the same rate. depends on where you live too. Liabilty is cheap its the comp and collision that is expensive. I have a clean record and am 25, I have a 2006 zx-6r 636 and it is 973 a year. Thats not minium limts. taht 100-300-100 and towing and 5000 medical. I wouldnt ride with anything but full coverage.
