the bumper is the correct measuing point. I thought it was 18 inches though. If it is 14 inches, it would be hard to believe that you can drive it lower than that. The measuring point is the center of the bumper behind your front bumper cover. Just measure it and take some pics.

Notwithstanding the foregoing provisions of this section, the range of bumper heights for motor vehicles bearing street rod license plates issued pursuant to § 46.2-747 shall be nine to twenty-two inches.

when you take pics, make sure you take them with the ticket in the picture.... that also helps

Then i take it you took it off to put on a body kit? Or because you wanted weight reduction? Whichever the case PUT BACK ON! When i put the kit on my ae92 trueno i left the bar on...too dangereous.
