If the system is disabled, then how is the "bulb check test" going to work? It's either gonna flash, stay on, or not come on at all if the system is disabled.

No it doesn't. Refer to state inspection bulletin #330. As long as airbags are removed or deployed, and Airbag warning light is disabled. IT WILL PASS! I have the state inspection book right in front of me.
