i think it is the rubber piece that hits the switch on the brake pedal. i found thee piece on my floormat, old and dryrotted. hopefully they have one at the junkyard thanks for your help..

edit*

fixed now. It waas that piece. popped another one in and it was good to go

if its not the switch it has to be a short to ground trace all wires and yes this could cause the lights to stay on even with out the fuse
