b16 issue...
Okay sooooo maybe not..... Okay timing belt was put on as was tensioner. Car starts up perfect. Idles perfect. Until I give it gas then it bogs down and the idle slowly goes back up..... In order to have any power to move I have to rev it to about 4k rpms and when moving it really has no power at all. It drives but when i come to a stop the car will either idle very low or just cut off completely... timing still off or does this sound like something else? Valves arent tapping or anything. replaced the spark plugs. No I havent done a compression test. no cel.... but any help would be appreciated.
Youre mechanical timing is off
Did you line up the timing marks on the crank pulley with the timing marks on the cam pulley?
Or did you just slap the new belt on there?

i mean they put the new belt on there and lined up everything tdc.... whether or not if they lined the crankshaft at a slight slant, im not sure, but they sounded like they did everything right

This is super easy to get right or wrong. If your timing was off and they did not retime it and just slapped the new belt on there, your timing could be off 2-3 tooth now causing sluggish throttle response and stalling/idling issues. Take it back.
Look at picture 10.23 and 10.24. This is a SOHC but it shows what you need to look for:
