95 civic not gettin fuel

How exactly do you know you're not gettin fuel? Check for fuel pressure, if you got pressure next thing to check is the injectors. They may be clogged causing it not to spray properly.

If by mechanical fuel pump you actually mean electric fuel pump, then you would be correct. And you wouldn't need to check for 12V on a mechanical fuel pump, because it would be mechanical and electrical power would be inherently unnecessary.

You know I had a paragraph written of shit to say but I am just going to say fuck it and not continue this bullshit drama on vadriven which brings this shit hole down even more. But one thing I was going to say is it really doesn't matter what you post on here anyways since most of the OP's are incapable of doing the checks you tell them. So you are better off telling them to just take it to someone that knows what they are doing.
Which this thread looks to be a dead end anyways since the OP provides very little info at all, for all we know it could be a dead battery or in fact be out of gas. Theres only so much you can do with out being there in person, which this can be related to holding a phone over the engine and saying do you hear that noise.
SO again sorry nobody gets that to be funny.

So OP add more info. Dash lights, is the battery fully charged , have you checked all the fuses, do you have a test light or DVOM, are there any signs of previous wiring or has there been anything wired into the vehicle, have you taken a fuel line loose to see if it even has fuel in the lines?

ok guys this is whats up like u all know its a 95 civic the fuel pump is new an so is the main relay the engine light is on tryied to read the ecu to see what code it is throwin an nothin at all like the computer is dead got another ecu to try an still nothin try turnin the key on the on position i dont hear the fuel pump turn on at all even with the new pump an relay i checked all the ground wires as well an when i put a wire to 5 an 7 on the relay plug u hear the fuel pump an also half the fuse box under the dash works an the other doesnt
