Yes that is a cat, its a high flow free flowing cat. Thats why its not fat and big like the stock ones are that are restrictive, just like you mufflers stock ones are bigna d fat , aftermarket are not.Im almost 100 % sure they will pass it, they wont pass if if you dont have a cat. Did you have o2 sensors before or after the cat that was stock?
Most cats have split air pipes feeding them. Fresh air pumped via the air pump into the convertor to aid in the "digestion" of zee hydrocarbons.
Just do what I do, bolt something on, get it inspected, take it home and swap...

Now ... will it pass or not is another question, that depends on the inspector.
