It shall be unlawful for any person to operate any motor vehicle on the highways of the Commonwealth if such vehicle is equipped with any device that supplies the vehicle's engine with nitrous oxide, unless the device has been disabled such that the supply of nitrous oxide is disconnected and not readily accessible to the source of delivery.

Violation of any provision of this section shall constitute a Class 3 misdemeanor.

As far as i know this is what is law unless they changed it and havent updated it on the lis code of virgina. If you were racing be a man and take the ticket.

they changed the law about nitrous in july. you used to be able to have it, just not hooked up. from what i understand now, you cant even transport a bottle, but i'm not 100% sure about that. and cops dont need "video evidence" or "to clock you". he wasnt trying to give you a speeding ticket. doesnt the law define racing as accelerating in such a way as to leave the car next to you behind? and didnt they make it a felony to street race now with your car automatically being impounded?

they right excessive speed/acceleration tickets in nova..that means you dont have to be racing or speeding, dont have to even punch it. just have to be gain a little speed
