Vtec engages at a certain rpm, yes, but in neutral vtec will not engage unless you have a vafc or something similar....other things that restrict VTEC from engaging is oil temp and THROTTLE POSITION

its not activated on accelerator pressure its rpm activated, as in a chip turns it on at a certain rpm not a connection on your accelerator pedal
Ok, what engine and ECU do you have? I should be able to get you a different program for cheap, depending on what ECU you have. I don't know why the VTEC engagement is only RPM based, it should be throttle position and RPM based. Let me know and I'll see what I can do..
