Is this Ep3 worth buying?
yeah. i am pro honda for sure. but if i had 20k to blow that would change quickly. most hondas. excluding the s2k and nsx. are for beginning the car game. cuz they're relatively cheap and cheap to work on in most cases. i would strongly consider getting something else. stay honda and get an s2k (prolly wont find an nsx for 20k) or check out other cars. sti's and evo's are great suggestions. and 350z's and g35's. jeeze i wish i was in your situation money wise lol.

Honestly man I am an EP3 own and if you got the money get a nice Evo or STI.
I got my for a lot cheeper. And then boosted it. Trust me man. If you are willing to put the kind of money down.
Buy an EP3 and build it yourself for a lot less. May not look like that but it will actually be fast.

So I have wanted to purchase an Ep3 for awhile now but just haven't been able to find the right deal. I am currently trying to purchase a 2005 Ep3 if the seller and I can come to a fair agreement.
From what I know,

The only discrepancy I have is that the owner tells me that the engine only has 18,000 miles. But the cluster shows around 90x,xxx KM because he states when it had 12,xxx miles he purchased a used Type R cluster from ebay that read about 5x,xxx KM which he installed himself. He says that at the time he never planned on selling the car so he never had the cluster recalibrated to the original engine miles.
When I checked the carfax it showed that in a about two years the odometer jumped from 12,xxx to 5x,xxx (The previous years showed that the car is driven on average about 3,xxx miles a year). He said that this was due to the cluster swap. He seems like an honest person and I want to believe him.
(Side note: Is there any chance that during inspection they never converted the KM to miles when recording odometer?)
As of right now he is asking for $19,500. But my bank will only give me around KBB value price for the loan. And God forbid something happens to the car, then I will be in the hole because my insurance will only give me around KBB value as well.
I am very interested in this Ep3 so I can finally get rid of my 97 Prelude. What do you guys think is a fair price for the both of us?
Something else I forgot to mention was the he told me that it has no catalytic converter, but it will still pass emissions test. Is this true?
