Default cel question

ok..once again, JDM d15b in a 89 crx hf, im running a jdm p08 ecu, got all of this from HMO (ecu and d15b)

my o2 sensor is NOT hooked up, BUT the check engine light IS OFF?

why is that?

when i turn the ignition to the acc position, all the lights in the dash come on and go off, just like they are supposed to, even the CEL, but when i start the car the cel goes away and dosent come back on?

im not complaining, but im just wondering why it does that?
