Search the internet using keywords "Virginia Speedometer Calibration". When I searched for a place that did it almost a few years back, on the Internet this place in Richmond would always come up as being a place that did calibrations that could be used in court. I don't have any other information on the place though.

All the tickets were stupid tickets. 69+ in a 55 zone, speeding through a construction zone, no seatbelt, fart can...

Save the money with the speedo calibration. Speedometers are not required equip in Virginia, recalibration is taken into account by the judge, but you should know your relative speed (listen to the angry bees coming out of that fart can).

Expect to pay the fine for each ticket (max fine for the construction zone and seatbelt), then put on a stock muffler and take a pic to get that one dropped in court.
