From the way I read it, it was safety standards. That could mean illumination standards or wiring standards. If it was illumination standards, they could get away with the "off road use only" disclaimer, but if they cause a hazard such as faulty wiring, they are responsible no matter how they are used.

the first group to put out the altezza wannabes made them dot approved. then apc came out with theirs and claimed the same thing. one of the magazines had a blurb out it a long time ago, about how some companies were claiming to sell dot approved tails that weren't. this could be it.
